Rediscovering poverty: moneylending in the Republic of Ireland in the 1960s

In 1969 R.T.É.'s 7 Days dealt with the issue of illegal moneylending, claiming that Dublin was ‘a city of fear’ where 500 unlicensed moneylenders used violence as a tool to collect debts. The Fianna Fáil government rejected the suggestion that loan sharking was widespread and that Gardaí responses to it were ineffectual; a tribunal of inquiry was established to investigate 7 Days. Previous analyses situated these events within the context of government concerns over the influence of television journalism. This article takes a different approach, analysing moneylending ― rather than 7 Days ― within the context of the rediscovery of poverty during the 1960s. It examines how social and economic changes, including the growth of consumer credit and the re-housing of large numbers of Dubliners, combined to make illegal moneylending more visible. Historical accounts of Ireland in the 1960s have had a top down focus on economic policy and growth. Here, the focus is shifted to personal rather state finances to offer a more nuanced portrayal of a decade often understood as a boom one. Moreover, analysing the nature and conclusions of the tribunal lays bare the contemporary resistance to those attempting to reframe the problem of poverty.

Background
Studying phenotypic and genetic characteristics of age at onset (AAO) and polarity at onset (PAO) in bipolar disorder can provide new insights into disease pathology and facilitate the development of screening tools.
AimsTo examine the genetic architecture of AAO and PAO and their association with bipolar disorder disease characteristics.
MethodGenome-wide association studies (GWASs) and polygenic score (PGS) analyses of AAO (n = 12 977) and PAO (n = 6773) were conducted in patients with bipolar disorder from 34 cohorts and a replication sample (n = 2237). The association of onset with disease characteristics was investigated in two of these cohorts.
ResultsEarlier AAO was associated with a higher probability of psychotic symptoms, suicidality, lower educational attainment, not living together and fewer episodes. Depressive onset correlated with suicidality and manic onset correlated with delusions and manic episodes. Systematic differences in AAO between cohorts and continents of origin were observed. This was also reflected in single-nucleotide variant-based heritability estimates, with higher heritabilities for stricter onset definitions. Increased PGS for autism spectrum disorder (β = −0.34 years, s.e. = 0.08), major depression (β = −0.34 years, s.e. = 0.08), schizophrenia (β = −0.39 years, s.e. = 0.08), and educational attainment (β = −0.31 years, s.e. = 0.08) were associated with an earlier AAO. The AAO GWAS identified one significant locus, but this finding did not replicate. Neither GWAS nor PGS analyses yielded significant associations with PAO.
ConclusionsAAO and PAO are associated with indicators of bipolar disorder severity. Individuals with an earlier onset show an increased polygenic liability for a broad spectrum of psychiatric traits. Systematic differences in AAO across cohorts, continents and phenotype definitions introduce significant heterogeneity, affecting analyses.

It would be naïve to think that interest in and study of Teilhard de Chardin began at Fordham only this past year. Some years ago, in fact, Fr. J. Franklin Ewing, S. J., founded a Teilhard Circle to stimulate critical study of the Jesuit paleontologist's thought, chiefly from the anthropological angle; that effort, for a number of reasons, proved to be short-lived. Several other Fordham professors,—Dr. Louis Marks in Biology and Fr. Joseph Donceel S.J. in Philosophy—have made Teilhard the object of consideration in certain of their regular courses. But 1963 did, nonetheless, witness a coincidental awakening of Teilhardian study on a wider scale than heretofore. First, Fr. Maurits Huybens, S.J., Belgian editor of the International Philosophical Quarterly and at that time residing at Fordham, proposed to give a series of six public lectures introductory to Teilhard's thought. Second, the suggestion was made quite independently, and received an interested response from faculty members of various departments, that Teilhard's Phenomenon of Man might provide a fruitful focus for an inter-disciplinary seminar, something whose desirability had been felt for some time.
A note on the unprecedented strandings of 56 deep-diving whales along the UK and Irish coast

In the first seven months of 2008, eighteen Cuvier's beaked whales (Ziphius cavirostris), four Sowerby's beaked whales (Mesoplodon bidens), five unidentified beaked whales and twenty-nine long-finned pilot whales (Globicephala melas) were reported stranded in the UK and Ireland. Decomposition of those animals investigated puts the predicted time of death at mid-January. Concerns that an unusual mortality event had taken place prompted further investigations. Most carcasses were too decomposed for necropsy. A summary of findings is presented here. Although the initial stranding of five Cuvier's beaked whales in Scotland shared some similarities with atypical mass stranding events linked in time and space to mid-frequency naval sonars, there were two important differences with the remaining strandings during this period. First, the geographical range of the event was very wide and second, the strandings occurred over a prolonged period of several months. Both of these factors could be related to the fact that the mortalities occurred offshore and the carcasses drifted ashore. The cause(s) of this high number of strandings of mixed offshore cetacean species during this period remain undetermined.

The period from 1960 to 2000 was one of remarkable growth and transformation in the world economy. Why did most of Sub-Saharan Africa fail to develop over this period? Why did a few small African economies succeed spectacularly? The Political Economy of Economic Growth in Africa, 1960–2000 is by far the most ambitious and comprehensive assessment of Africa's post-independence economic performance to date. Volume 1 examines the impact of resource wealth and geographical remoteness on Africa's growth and develops a new dataset of governance regimes covering all of Sub-Saharan Africa. Separate chapters analyze the dominant patterns of governance observed over the period and their impact on growth, the ideological formation of the political elite, the roots of political violence and reform, and the lessons of the 1960–2000 period for contemporary growth strategy.

Objective:
To describe the usefulness of the OraQuick Rapid HIV-1 Antibody Test (OraSure Technologies, Bethlehem, PA) in cases of occupational exposure regarding its use with source-patient sera, effects on post-exposure prophylaxis (PEP) use, potential cost savings, and effects on healthcare worker (HCW) stress reaction symptoms.
Design:Before-and-after analysis.
Setting:A 269-bed, tertiary-care medical center with adjacent clinics.
Participants:All source-patients and HCWs experiencing an occupational exposure during the study period.
Methods:Use of the OraQuick test with patient sera was validated prior to its use for occupational exposures. Exposures from January 1 through July 10, 2003 (enzyme immunoassay [EIA] group) and July 11 through December 31, 2003 (OraQuick group) were retrospectively reviewed and the use and cost of PEP was compared for each group. Randomly selected HCWs from both groups completed a survey to assess their stress reaction symptoms.
Results:After exclusion, there were 71 exposures in the EIA group and 79 in the OraQuick group. OraQuick results were 100% concordant with the reference standard of EIA and Western blot using patient sera. The mean number of doses ingested per course of PEP was significantly higher for HCWs in the EIA group (3.8; range, 0 to 6) compared with the OraQuick group (1.2; range, 0 to 3; P = .016). Cost analysis revealed a mean savings of $6.62 with the OraQuick test per occupational exposure. Although the survey failed to detect an overall reduction in HCW stress reaction symptoms using OraQuick for source-patient testing, 11 HCWs in the EIA group had repetitive thoughts of the exposure compared with 5 in the OraQuick group (P= .049).
Conclusion:Because of the reduction in ingested doses of unnecessary PEP and reduced cost of occupational exposure management with their use, rapid HJV-antibody tests should be the preferred method for source-patient testing following an occupational exposure.
Mycobacterium simiae Outbreak Associated With a Hospital Water Supply

Objective:
Mycobacterium simiae is found primarily in the southwestern United States, Israel, and Cuba, with tap water as its suspected reservoir. Our institution saw an increase in M. simiae isolates in 2001. An investigation into possible contaminated water sources was undertaken.
Design:Environmental cultures were performed from water taps in the microbiology laboratory, patient rooms, points in the flow of water to the hospital, and patients' homes. Patient and environmental M. simiae were compared by PFGE.
Setting:Military treatment facility in San Antonio, Texas.
Patients:All patients with cultures positive for M. simiae between January 2001 and April 2002. Medical records were reviewed.
Results:M. simiae was recovered from water samples from the hospital, patients' home showers, and a well supplying the hospital. A single PFGE clone was predominant among water isolates (9 of 10) and available patient isolates (14 of 19). There was an association between exposure to hospital water and pulmonary samples positive for the clonal M. simiae strain (P = .0018). Only 3 of 22 culture-positive patients met criteria for M. simiae pulmonary disease. Of them, two had indistinguishable M. simiae strains from tap water to which they were routinely exposed.
Conclusions:This represents an outbreak of M. simiae colonization with one nosocomial infection. It is only the second time that M. simiae has been recovered from hospital tap water and its first presentation in municipal water. This study raises issues about the need and feasibility of eliminating or avoiding exposure to M. simiae from tap water.
